AMEND by striking Section 2 in its entirety and substituting in lieu thereof the following:

SECTION 2. It is the intent of the Legislature that since the purpose of this act is to restore language that was inadvertently deleted during the 1998 Regular Session, the provisions of this act shall apply retroactively. This act shall take effect and be in force from and after July 1, 1998.
